manpower training becomes an important issue for dealing with appropriate
solutions. Therefore, the special characteristics of cultivating talents mechanism
in USA, Germany and Japan are referred to as good examples for application.
Also, current status of cultivating talents among industries, academies and
universities is briefly illustrated in this paper. Finally, some suggestions
concerning the new mechanism of regulations, systems, skill standard and
competencies’ mechanism, higher education reform, and AI platform for
cultivating talents are also proposed for further improvement and sustainable
development in order to collaboratively cultivate the best appropriate talents.
