                                            Abstract



                   With the fact that resources are always limited, policymakers need to
               make the decision between equity and excellence: forgetting equity to get
               excellence, or sacrificing excellence to pursue equity. However, the international

               assessments have demonstrated that there is no any education systems could
               maintain long-term excellence without fulfilling equity. In the light of this, the

               education of the disadvantaged becomes the core of education policies all over
               the world.
                   According to the results of international assessments, we have found
               that students in Taiwan perform remarkable competence achievement, but
