                                             Abstract



                   The development of higher education and economic development are
               correlated closely. In particular, higher education can provide manpower for

               national construction to further economic development. Based on human capital
               theory, this cross-national analysis aimed at an understanding of the average

               development of higher education and the expansion of higher education across
               the world, using the database from the World Bank from 1990 to 2016. Data
               used in this study also came from the Manpower Utilization Survey conducted
               by the Directorate-General of Budget, Accounting and Statistics (1990 to 2017)

               to examine the return to higher education. The results are as follows: First,
               higher education has expanded too fast. The expansion of higher education

               was so quick in Taiwan that it was 4% higher than that of the world average in
               1995, and in particular, it was 24% higher in 2016. It was a latent problem for
