manpower in Taiwan. Second, the number of universities in Taiwan has risen

too fast. However, this is well worth it for the whole rate-of-return to higher
education, which was 10% from 1990 to 2016, but was decreased to 7.75% in
2017. The return to education was decreased in all the domains except for the

education domain. Third, when the Per capita income (PCI) reaches 30,000 and
3,5000 US dollars, the enrollment ratio of higher education can be 84% and
89% respectively. Based on the results, recommendations were provided.
