Abstract

Due to coronavirus pandemic we have seen the negative impacts of
Covid-19 on economy and society in the world. Like any other countries,
Taiwan has been facing the challenges from the global crisis of the virus.

However, there is also an opportunity for Taiwan to develop its
advantages in global competition of talents so as to have a better position for
deploying and upgrading its industry and future development. This article
comprises five sections as background, concept and the relevant theoretical

models of competitiveness, Taiwan’s competitiveness in the international
comparison, globalization of talent and education, conclusion.

壹、背景 : 全球疫情大流行之經濟狀況

根據聯合國工業發展組織（United Nations Industrial Development

Organization,2020）的資料顯示，對於新型冠狀肺炎（COVID-19）
的全球大流行之經濟衝擊，以及各國政府的因應對策能否有效控制
對於人類社會與經濟的影響，目前仍然存在著相當大的不確定性。
當前的有關政策大抵聚焦於下述重要問題（United Nations Industrial

Development Organization, 2020）：1. 經歷了公衛與經濟危機的國家，
其經濟表現與復甦的「典型」（typical）路徑為何？ 2. 那些國家與區
域受到新型冠狀肺炎（COVID-19）最為嚴重的影響？在減輕此危機的
衝擊與加速復甦的過程，有那些政策是有效的？
