The trend of educational inequality contrasts to that of educational
attainment which is upward as shown in Figure 1. This reflects that educational
expansion tends to improve educational distribution. In a society in which only
a small fraction of the population has received formal education, the average
educational attainment is low and the educational inequality is high. With
an expansion of educational attainment, the level of educational inequality
would decrease if the uneducated people received some education. Educational
attainment has a strong negative relation with educational inequality for the
138 countries in terms of both level and change as shown in Figures 3 and 4,
respectively. This implies that the expansion of education of less-educated
population contributed to reducing the level of educational inequality across
economies during the sample period.
