3. Research and experiments should be conducted to inquire proper developing
directions for higher education.

3.1 The optimal size of higher education in Taiwan needed to be inquired

for adjusting the number of colleges and universities.
3.2 The feasibility to differentiate private colleges and universities into
general colleges and community colleges needed to be inquired.

II. Studying Higher Education Policies and Legal

Orders

1. Private colleges and universities as legal persons should own a certain
percentage of welfare director seats and establish a waiting list of welfare

directors.

2. The Ministry of Education should appoint welfare supervisors for legal
persons of private school.

3. To improve the governance and financial legal system of the project
coaching schools.

4. The school property or remaining property of withdrawal schools should
be donated for private school foundation.

5. Private school welfare fund should be established for assisting private

school and taking care of teachers and students.

6. The government should grant private schools to have greater freedom of
running their businesses under the welfare premise.
