5. The government should regularly conduct questionnaire survey with
faculty members in private colleges and universities for understanding

the condition of school management and the needs from inside teachers.

IV. Researching and Adjusting Operations in
Schools

1. The registration rate should be calculated accurately to show each private
college and university’s enrollment status.

2. The tuition fee should be freed in private colleges and universities’ hands
for market to play its function at higher education level.

3.The government should loose colleges and universities’ authority to
identify disadvantaged students.

4. The government should provide colleges and universities information for

labour demand to set up completed recruitment plans.

5. The government should make regulations regarding to the academic and
administrative organization and staff allocation at colleges or universities
before their withdrawal.

6. The government should assist faculty members and staff to take over legal
persons and run colleges and universities that are close to withdrawal.

7. Private colleges and universities could include “the financial warning

indicators for private colleges and universities” proposed from this
research to their institutional research to clearly know own colleges and
universities’ financial status and make timely responses.
