III. Revising the Operating Mechanism and
Implementing Accurately

1. To suggest the educational authority to adopt the proposed “financial
warning indicators for private colleges and universities” from this
research and to regularly announce each college and university’s financial

condition to reinforce governance at higher education level and to provide
for the public to select colleges and universities.

1.1 Before the educational authority publishes updated data of financial
indicators, it should commission research institutes to use the
“financial warning indicators for private colleges and universities”

or use the indicators by itself to regularly announce each college and
university’s financial status.

1.2 The educational authority or commissioned research institutes should
regularly revise financial warning indicators to fit the developing
trend of higher education.

1.3 The applicable indicators should be inquired and designed for
differentiating private colleges and universities into those with

educational ideal or just for profit to further assist, manage, or punish,
etc.

2. The government should announce the list of warning colleges and universities
and those need to be coached with plans.

3. Special committee or the foundation just for private schools’ withdrawal

should be established.
4. The withdrawal regulations should add legal persons’ penalties to amplify
