it has also reported the growing learning gap between high achievement
and low achievement students, and with high correlation between learning
achievement and socio-economic status of the student. Education should be
an elevator for social mobility but has broken today, the only way to balance
the equity and excellence is to invest in the education of the disadvantaged by
resource allocation, which can implement equity and justice, promote the flow
of mobility, and also effectively improve the outstanding performance of all
students in Taiwan.
