are as followings: 1. To analyze transformation and withdrawal policies for
private colleges and universities and the developing trend of the policies;
2. To examine if it reached expected performances of transformation and
withdrawal policies for private colleges and universities; 3. To discuss the
quality assurance of teaching in transformation and withdrawal policies
for private private colleges and universities; 4. To investigate the current
situations and opinions that private colleges and universities responded to the
transformation and withdrawal policies for private colleges and universities;
5. To conclude the issues of transformation and withdrawal policies for
private colleges and universities and possible improving approaches.
In order to expand the depth and width of this research, it not only
collected, organized, and analyzed the important literatures locally
and internationally, but also conducted group interviews with experts,
questionnaire survey, and financial analysis to collect important documents
from diverse sources. The research ended up with the following conclusions:
1. The Ministry of Education has not implemented completely the
regulations and mechanisms of transformation and withdrawal
policies for private colleges and universities, which causes some of
the private colleges and universities waiting for change and even
violate the ideal of education in justice. It highlights the importance
of transformation and withdrawal policies for private colleges and
universities.
2. The transformative process and withdrawal policies of private
colleges and universities has not been properly treated, which affects
students’ rights to learn, faculty members’ and staffs’ rights to work,
and the quality assurance of teaching.
