第三篇 厚植國際化趨勢下的國家競爭力
East Asian region confirm that a few governments are not satisfied with being the
student hub. Instead, talent or even knowledge/innovation hub might be their long-
term objectives.
In echoing the outlined policies, there are some major strategies employed
in East Asia to increase the inbound mobility of different talents. For international
students, the broader measure is to improve global network through joint degrees,
mutual recognition, research consortium, and international internship etc. In
removing unfriendly regulations and learning barriers, many universities in East
Asia promote the practices of ‘internationalized campus’ ( 國際化校園 ) including
the greater provision of English-taught courses and degrees coupled with flexible
administrative procedures for international students (Chan, 2020). After earning
their degrees, these graduates are welcome by offering extended visa for job
hunting (Japan and Korea) and even favorable work permit in different industries
(such as the Science Park in Taiwan) etc.
As far as highly skilled workforce is concerned, OECD (2008) has highlighted
some common strategies adopted in this region. Three main dimensions covered
are life adaption, working conditions and other social welfares. These countries
and higher education institutions tend to be generous in assisting accommodation,
transportation and even children’s enrollment. In terms of creating better working
conditions, high salary, research team, lab and equipment are provided during a
strategic hiring. Japan also has generous grant and project funding in Super Global
30 Scheme. Other social welfares are also considered critical by mobile talents.
Working in Korea, foreign skilled workforce enjoys tax benefits and subsides.
Inclusion into health service system and other compensation package are common
measures to encourage inflow talent. Certainly, the opportunity of receiving
permanent resident or even national citizen such as Hong Kong and Singapore has
been powerful strategy for competing international talent.
