                   Facing the increasingly complex and proliferating global risks and
              challenges, how to cultivate a new generation of knowledgeable, competitive
              talents who can deal with the unknown, cope with the uncertainty, and be
              able to build the future, has become an imperative shared education concern
              around the globe. Based on this, this paper first analyzes the current global
              risks and the related social crises and educational challenges, and then
              attempts to reconstruct the key competences and character qualities through
              critically reviewing the existing frameworks of skills and/or competences.
              Finally, preliminary thoughts and strategies for sustainable cultivation of
              talents are proposed to stimulate new thinking and innovative approaches
              that may lead to more promising “future-development-oriented” education
              for talent cultivation.

                                            壹、前言



                   隨著全球化知識經濟發展的推力,當代可說是「科技文明,誰與
              爭鋒」的世代,不但讓人享受到前所未有的新產品、新服務和生活上
              的新體驗,更改造了全球經貿型態、勞動力結構、傳播網絡與溝通形

              式、甚而社會文化與價值結構。然當全球各地正歡慶科技文明所帶來
              的生活新經驗與便利性、世界各國益加競逐推展人工智慧與生物科技
              來擴張人類能力之際,國際社會卻也不斷爆發貿易戰、金融戰、駭客
              戰、資源角力與軍事衝突問題,浮現出各種日益嚴重、不可預測的政

              治、經濟、金融、勞動、生產、生態的變動與危機,形成為全球性的
              風險與挑戰。
                   面對日趨複雜、不斷擴散的全球風險與挑戰,聯合國早在 1987 年
