The Emerging Demands for Technical and Vocational
Education and Training in Technological Changes

Abstract
This article aims to addressing the question, “What are the emerging demands
of technical and vocational education and training (TVET) under the rapid
technological change?”. A literature review was employed to explore the demands
coming from the following three aspects: learning of technology, learning with
technology and learning through technology. Consequently, the emerging demands
of TVET are identified as follows: (1) In order to prevent the rate of TVET’s
organizational change from falling behind the rate of technological change, all
TVET organizations need to value technology-related professionals to timely and
prudently adopt appropriate management strategies and policies in promoting
organizational changes. (2) TVET programs and curriculum need to continuously
and timely clarify the industries and occupations which students/trainees will
participate in, and identify as well as update the competencies required by the
corresponding industries and occupations. (3) TVET programs and curriculum
need to be more competency-based, and dynamically rely on the "backward design,
forward implementation" model of "begin with the end". (4) TVET needs to be
sensitive to emerging technologies such as AI, the impact of the fourth industrial
revolution, and changes in the world of work, and respond in a timely manner in
program and curriculum design. (5) TVET needs to accelerate the use of ICT and
other technologies as tools for learning and learning management, and make efforts
to eliminate the digital gap between schools, teachers and students, respectively.
(6) TVET needs to accelerate the use of formal, informal and informal learning
