摘要

人才獲取是國家發展的重要動力，在全球化競爭時代，人才的獲
取成為經濟競爭的基石。本文檢視人才定義、人才流動的成因、人才
延攬的挑戰。台灣因為諸多條件限制，在國際人才競爭上較為不利，
是以高等教育在人才獲取上扮演更重要的角色。考量高等教育在人才
培育與人才延攬上的重要性，本文提出對高等教育在人才獲取的準備

建議。

Abstract

Talent gain or brain gain is critical for national development. In the era of
global competition, talent gain is the keystone for economic development. This

paper examines the definition of talent, the causes for talent circulation, and the
challenges for talent gain. Taiwan’s ability in talent gain is constrained by several
factors. Given the important role higher education plays in talent preparation and
