                                              Abstract


                   We are now living in risk society. In particular, the COVID-19 pandemic
              in 2020 has brought us a lot of challenges and the opportunities to re-examine
              the role of digital learning. There is no doubt about the role of digital learning or

              distance education in risk society. This paper highlights that educators should adopt
              the perspectives quite different from traditional teaching and try to conclude the
              competence and literacy required by digital learners. This paper also emphasizes
              that learners should be aware that they are not only information consumers but

              also information producers in the digital world. The learners should carefully
              examine the credibility of online information. For the success of digital learning,
              some other higher-level competences and literacies are also needed such as online
              self-regulation, online sourcing skills and collaborative problem-solving ability.

              With aforementioned competences and literacies, the students are able to continue
              learning in risk society and thus achieve the goal of self-directed learning and life-
              long learning.

                                            壹、前言




                   德國哲學家 Ulrich Beck 早於西元 1980 年代時,提出所謂的「風
              險社會」(risk society)的概念(Beck, 1999),強調當代社會因為各
              種工業化與資訊科技的快速推動與興起,使得現代化進程邁向全球化
              的浪潮,但於此同時也將會伴隨產生許多可能的風險。而在這樣具有
