                                              Abstract


                   Based on “A Master Plan for Higher Education in California:1960-1975”
              developed by Clark Kerr in 1960 and the education culture thoughts created by
              David P. Baker in 2009, this study explored the current issues and resolutions of

              Taiwan higher education on pursuing equity and excellence. The conclusions are as
              follows: 1. The classifications of the universities are suggested research university,
              teaching university and industry university. 2. The tuition fees of universities are
              suggested to be more flexible and the government should provide more funding for

              disadvantaged students. 3. Private universities should have more autonomy in order
              to have the same foundation to compete with public universities for enhancing
              excellence.

                                            壹、前言



                   在全球化的浪潮下,各國為提升競爭力,無不重視大學教育,
              以培養人才。鄰近國家例如日本 2001 年提出大學機構改革,希望
              有 30 所國際一流大學為目標;韓國 1999 年提出「Brain Korea of 21

              Century」;中國大陸於 1998 年 5 月提出「985 工程」計畫,重點支持
              部分大學成為世界一流大學。這些計畫作法都是增加教育經費,以選
              擇與集中原則運用,協助大學提高國際競爭力。
